A Traffic Light That Makes Road Rage Excusable

Just watching this traffic light gives me an itchy gas-foot.

Its green is one-second long. Whoever thought that was a good amount of time to move traffic must've been driving a Bugatti.

People are saying this cursed light hangs somewhere in China. But I don't see enough identifying info in the video to claim a location, which is sad, because I really want to go there with a shotgun and take it out:
